2. All personal emolument figures considerably higher than in 1941, owing to duplication of steff whilst regular staff is recuperating. They do not include cost of living allowance, for which 817,000,000 has been provided under Miscellaneous Services, or cost of military personnel for whom provision has been made under the same head. Special expenditure in all cases relates to rehabilitation an re-equipment, Other charges generally show considerable increase over 1941 figures, owing to greatly increasing cost of labour and materials of all kinds and to the fac⭑ that it has not been possible entirely to separate all rehabilitation and re-equipment expenditure from other charges.
